DThe Conference of Youth and Family Ministers (JFMK) has advocated updating the Good Day Care Act and at least consolidating federal funds. So far, the term has been limited to 2022. With the law that came into force in 2019, the federal states receive funding for more jobs in daycare centers, better pay for staff and longer opening hours.
The state ministers also called for federal programs to take in and integrate Ukrainian children and their families to be expanded. “Many young people are going through great worries and fears for the future,” said Federal Minister for Family Affairs Lisa Paus (Greens). The federal government will continue to participate in the financing and will proceed as unbureaucratically as possible, the minister assured.
The chairwoman of the conference of family ministers, the Berlin youth and family senator Astrid-Sabine Busse (SPD), referred to the general uncertainty caused by the war of aggression against Ukraine, the pandemic and the climate crisis, which also worries children. Youth and school social work, extracurricular educational opportunities and educational support are particularly important. The family ministers expressly welcomed the fact that the previous Corona catch-up program for children and young people is to be followed by a future package for exercise, culture and health.
The ministers have asked the Federal Ministry for Family Affairs to continue and consolidate the federal program “Language day-care centers: because language is the key to the world”. According to the decision of the JFMK, the day-care centers need additional specialists and specialist advice and the necessary planning security.
In the years 2021 and 2022, 100 million euros were made available for a thousand additional language day-care centers from the “Catching up after Corona for children and young people” action program. They promote language education that is integrated into everyday life as an integral part of childcare in order to prevent children from being less likely to start in the first grades of primary school due to a lack of language skills. The subsidized day-care centers are usually attended by an above-average proportion of children who are at risk of developing language skills.
In addition, the family ministers call on the federal states to link public funding for sports and culture, voluntary fire brigades and other programs for children and young people to the mandatory submission and implementation of child protection concepts in order to protect children and young people from sexualised violence. Professionally sound qualification and further training is mandatory for all professional groups who come into contact with children and young people on a professional or voluntary basis. Digital training materials could also be used.
