Million-dollar tender for the replacement of more than 40 kilometers of water pipes in Bahia

Five offers were presented today to carry out a fundamental work to clean up the critical situation that Bahía Blanca is experiencing with the provision of water. On this occasion, the work in question includes the replacement of more than 40 kilometers of pipe in different parts of the city.

The work is divided into five modules, according to the area of ​​the urban ejido, and has a total budget of 455,180,220 pesos prefixed in the specifications: for lot 1, an amount of $ 76,407,340.00 is established; for 2, $ 87,216,839.00; on 3, $ 76,499,656.00; the 4, of $ 88,140,566.00, while for the 5 it was of $ 126,915,819.00. The opening of envelopes was in charge of the Buenos Aires Undersecretary of Water Resources.

The first module refers to the area between the streets Holdich, Roca, Castelli and Sixto Laspiur, by 6,780 meters of pipe; 2nd, to the area delimited by Roca, Avenida Colón, Castelli and Sixto Laspiur, with 7,790 meters of pipe; 3rd, in the area between Avenida Colón, Spain, Chile and Beruti, with 6,790 meters; on the 4th, between May 25, Spain, Chile and Beruti, with 7,480 meters of pipe, and on the 5th, in the area between the streets Chile, 25 de Mayo, Darregueira, Ingeniero Luiggi, Beruti, Montevideo, Thompson, Martella and Montevideo, with 11,350 pipes.

The first of the offers corresponded to the temporary union of companies Proba SA – Tecnipisos SA, which presented folders for the first four modules: 103,834,661.07 pesos for the first, 107,376,606.15 for the second, 94,201,876, 66 for the third and 108,766,907.14 for the fourth.

Meanwhile, the UTE made up of Ecosur Bahia SA – Coince Bahia SA made an offer for the five: $ 108,363,873.63 for the first, 122,804,851.67 for the second, 107,939,390.60 for the third, 127,433. 247.15 for the fourth and 181,020,923.57 for the fifth. The total of the work amounts to 647,562,286.62 pesos. However, it was clarified that if the five modules are awarded, a 7% discount would be applied to each of them, totaling $ 602,232,926.56.

The third corresponded to the UTE Gral. Saneamiento SA – C&E Construcciones SA, which offered $ 106,222,5176.03 for the first lot; 122,820,729.75 for the second; 108.6197.71,74 by the third party; 122,707,883.48 for the fourth, and 173,617,662.73 for the fifth. The total amount was 605,461,618.66 pesos, and a discount of 4.5% was offered on each lot if all were awarded.

For its part, RG7 SAU offered only for lots 1 and 5. For the first it offered 85,245,367.71 pesos, and for the last, 147,779,748.22.
Meanwhile, the UTE made up of Aleste SA, Marle Construcciones and Rimsol SA, offered 93,898,156.14 pesos for the first lot, 97,987,655.79 for the third, 112,991,156.92 for the fourth and 155,967,405. 09 for the fifth.

During the event, the undersecretary of Water Resources, Guillermo Jelinski, highlighted the possibility of holding another tender for “such important works that we have within the plan for Bahía Blanca and the south of the province.”

“We decided this last year, seeking to solve problems of more than 40 years that exist in the city, with works that were not done. In March, Governor Axel Kicillof announced these tenders and the works, many of which are already underway, ”he said.

The official also highlighted the collaboration of the municipality, with whom “we are working together.”

According to the documentation of the specifications, the purpose of the project is to renew the old pipes of the primary and secondary water distribution networks, “in systems whose useful life is widely exhausted and on the verge of collapse.”

“Bahía Blanca has in its downtown area with potable water distribution networks built with cast iron pipes and asbestos cement, approximately 80 years old. These pipes over the years have been affected by strong encrustations, which generate significant losses in their driving capacity ”, it is indicated.

It is also clarified that the sectioning valves have become “inoperable, since no type of maintenance has been carried out for many years.”

“This is reflected in continuous breaks and leaks, giving an ideal framework for the production of claims for problems of quality and quantity of water required. Thus, the replacement of valves and hydrants will also be carried out ”, it is indicated.
