Homicides in pandemic: Bahía Blanca is among the lowest statistics

The confinement and social distancing measures imposed by the pandemic in 2020 increased the risks of an increase in social violence, especially in home or private settings and with a particular focus on women and children.

However, from a statistical point of view, and with regard to serious crime and irreversible results, such as homicide, Bahía Blanca ended last year with positive values.

So sums it up An 84-page report from the Management Control department of the Procuratorate of the Buenos Aires Supreme Court of Justice, released in the last hours and to which La Nueva had access.

The interannual variation of homicides was 39.1%. It went from 23 events in 2019 to 14 in 2020 in the entire jurisdictional region, which not only includes our district but also goes from Adolfo Gonzales Chaves to Patagones.

Bahía was the second best record among the 19 Buenos Aires judicial departments (interior provincial and suburban), barely surpassed by Pergamino -which had a year-on-year improvement of 45.5% – and above Mar del Plata (30.8%) and Azul (25%).

Another encouraging fact is that in all the events there is information on the identity of the perpetrators and / or suspects, higher than the provincial clarification index, which ranged at 88%.

The Procuratorate’s report, as marked in its introduction, aims to deepen the understanding of the magnitude, characteristics and circumstances of intentional homicides and attempts to contribute to the planning and implementation of evidence-based public policies.

It also allows for a discriminated analysis by regions of the province, its fluctuation over time and comparisons with other jurisdictions.

The evaluation distances Bahía Blanca from the centers of greater criminal complexity, since it places it in the so-called group II, where there are ten judicial departments in the interior, which account for 21.4% of all cases, while group I It is made up of the suburbs, La Plata and Mar del Plata (78.6%).

Numbers that speak

Throughout 2019, our jurisdiction added 23 intentional consummated homicides (HDC), against 14 in 2020. Of the total last year, 11 of the criminal investigations were initiated in the area of ​​older people and 3 in the Juvenile Criminal Responsibility Court.

On the other side of the province -with the highest number of homicides- appear San Nicolás, with an interannual increase of 85.7%; Zárate-Campana, 63.2% and La Plata, 58%.

In any case, there were almost no changes in the global number of completed homicides in the entire Buenos Aires territory, since it went from 918 to 919 in the last year.

Returning to Bahia, it also stands out that it was the least amount of HDC in the last 5 years. In 2016 there were 20 homicides; in 2017, the same amount; in 2018, 16; in 2019, 23 and last year, 14.

Along the same lines, the homicide rate (per 100,000 inhabitants) is the third lowest in the province, with 2.16 (there are about 600,000 inhabitants in the entire department). Previously there are Trenque Lauquen, with a rate of 1.56 and Azul (1.93).

Regarding homicide attempts, in this judicial department there was also a decrease compared to 2019 (33-24) although – unlike the fait accompli – it was not the lowest rate in the last 5 years, since in 2018 they registered twenty-one.

Place, time and relationship

Half of the homicides in our department occurred on public roads, while 42.9% occurred inside a home, a percentage higher than the provincial average at this point, which is 30.9%.

Of the 14, 7 were due to an interpersonal conflict, 5 in the context of robbery (not necessarily with the target of the abduction as a victim), a femicide and an act in the sphere of family violence.

An interesting fact, regarding the time of the HDC: Bahia has the highest percentage of events committed between 8 p.m. and midnight, with 42.9% of the cases (the provincial average in this strip is 24.6 %). Another important portion occurred in the 0 and 6 range (35.7%), also higher than the average.

Regarding the previous relationship between victim and perpetrator, 71.4% knew each other (higher than 47% in the province).

These latest data may lead to the conclusion that in more complex lands, such as those that make up the so-called group I, there are more cases of homicide on the occasion of robbery (when the attacker and the victim are not known).

The only femicide of the past year

On the second day. In Bahia, only one femicide was registered in the pandemic and it was precisely on March 21, the day after the start of preventive and mandatory isolation.

Shooting. Susana Melo was found dead, shot in the head, on a local road on Route 252. Raúl Gregorio Costa (51), her ex-partner, was arrested for the incident.

Jurors. The judicial process advanced and Costa will be subjected to a trial by jury, in charge of Judge Daniela Castaño, of the Criminal Court No. 3.

Imputation. Costa is accused of doubly qualified homicide, for the bond and for being committed by a man to a woman mediating gender violence. You could receive life imprisonment.

Low. Last year, Bahía Blanca was the judicial department with the lowest number of femicides (one), only above Pergamino, which did not register any case.
