Healthy Water Works for La Laguna without starting due to the reluctance of ejidatarios

The works of the Healthy Water Project for La Laguna (ASL) have not started since there is still reluctance from the locals of San Jacinto and communities surrounding the extraction point.

Due to the above, this Wednesday the ejidatarios who are against will have a meeting with state and municipal authorities.

David Chavarría Rico, originally from La Goma and user of the Irrigation Module III Jacinto- Jerusalem, confirmed that a meeting is planned in this place with the governor of Durango, José Rosas Aispuro Torres, with the presence of the mayor of Lerdo, Homero Martínez Cabrera, with local authorities of La Goma, San Jacinto and March 21, which are the last three ejidos (out of 15 of the Module) that oppose the ASL project and insist on the change of the extraction point for the diversion dam.

The meeting will be held at 12:00 noon, in the La Goma ejidal room.

They ask that the point be changed 6 kilometers below the extraction point, which means, they say, a saving of 300 million pesos in the project.

Eduardo Aarón Fuentes Silva, director general of the North Central Basins Agency of the National Water Commission (Conagua), said last Friday that this week, work on the Healthy Water Project for La Laguna in the San Jacinto ejido would begin.

“We will be starting next week. You know that we already have the material there and we are already making preparations and we are going to begin with cleaning the area, which is clearing, as well as the laying of the pipe, “said Fuentes Silva after the last visit of President Andrés Manuel López Obrador .

The function of the pipeline is practically to conduct the water under pressure to be able to take it to the water treatment plant that they will have to build. This pipeline spans 11 kilometers.

In March of this year, the National Water Commission (Conagua) awarded the contract for the works that formally begins the construction of the Healthy Water project for La Laguna, that seeks to supply the population of the Comarca Lagunera with healthy surface water, complying with the official Mexican drinking water standards.

The winning companies were Regiomontana de Construcción y Servicios, SA de CV, in joint participation with Construcciones y Servicios del Noreste, SA de CV and Ozone Ecological Equipments, SA de CV These companies, Conagua reported at the time, are in charge of the development of the construction of two pressure conduction lines, supply, installation and testing of pipeline; plumbing and civil works in air intake and expulsion valves (vaes) and drains; arrival plumbing at the water treatment plant; construction of reinforced concrete berths and crossings with farm intakes and the main channel, as well as the rehabilitation of the operation road.

The contractual beginning starts from April 5 of this year to conclude on May 31, 2022 in terms of construction and although the scheduled physical progress was 45% for these dates, due to setbacks, actual physical progress is 6%.

This Tuesday the area is being monitored by elements of the National Guard, while the locals are also conducting surveillance patrols to prevent the work from starting. Next Friday they will meet again with the general director of Conagua, Germán Martínez Santoyo, in the community of La Goma.
